Submission deadline say 11:59pm. What happened?

What happened to the deadline time?  Did it change?  I have 11:59pm on this web page.

    Submitted to support e-mail and send note to whitehouse.gov. I hope there is a resolution to this matter.

    We attempted to submit our challenge application at 10:45 PM central time and the link was disabled. Pllease let us know if we can still send in our application as we would like to participate. Thank you.
